In the capital city of a nation that wears its freedom like a medal rests a secret that has existed since the country was in its infancy. Protecting that secret - and trampling freedom when necessary to do so - is a shadowy organization known only as The Agency.
From across the country, a battle-weary werewolf with problems of his own and a pack to protect enters this city with hopes of finding a place they can belong, somewhere they can find peace.
