EXPANSION TALK CARRIED the day in the Dec. 21, 1990, edition of The Hockey News after the NHL announced Ottawa and Tampa Bay would be awarded the league’s 23rd and 24th franchises. Jim Durrell, the (modern) Senators’ first president and then-mayor of Ottawa, and team co-founder Cyril Leeder graced the cover, donning the team’s ‘Peace Tower’ jerseys, with the landmark itself in the background. Editor in chief Bob McKenzie chronicled how Ottawa and Tampa Bay beat out several other expansion hopefuls. Neither was seen as a favorite during the bidding process, but their willingness to meet all financial requirements and promise of state-of-the-art new arenas helped secure their spots.
