Transport Secretary Chris Grayling, who is the architect of Network Rail’s privatisation plan, has finally responded to a letter from Lord Bird about the sale – yet remains unwilling to meet the Guardians of The Arches campaign group.
Grayling wrote in frustratingly unspecific terms: “The vast majority of rent increases in recent years have been five per cent or less. I want to be clear that any changes in rents are unrelated to the sale of the business.”
