OF ALL THE RACE CARS designed specifically to dominate on the Mulsanne straight, none were quite so overt as the WM Peugeot P88, the car that still holds the record for the highest top speed in Le Mans history. It also never finished the race, and that was part of the plan. In the late Eighties, Gérard Welter and Michel Meunier, two Peugeot designers who had made a semi-successful run at building race cars as a side hobby, took on Project 400. The goal was simple and highly specialized: break the 400-km/h (248.6 mph) barrier during the 24 Hours of Le Mans.
