Viviendo con el enemigo se ubica en Hamburgo inmediatamente después de la Segunda Guerra Mundial. En la posguerra, miles de refugiados vivían en las calles o en las ruinas de lo que alguna vez fue su hogar. En esa devastada ciudad, Stefan Lubert (Alexander Skarsgård), es un culto y rico alemán quien perdió a su esposa durante los ataques y está viviendo con su hija en una casa que fue confiscada después de que los Aliados tomaron el control de la ciudad.
