La crisis del parlamentarismo liberal se hace ya bien visible a finales del siglo XIX y se forma una corriente de opinión crítica hacia él y sus premisas. Pero entrado el siglo XX, sobre todo en el convulso periodo de entreguerras, el pensamiento antiparlamentario sube de tono al contar con una nueva e importante justificación.
