3 SEPTEMBER 1939 6 FEBRUARY 1939 Chamberlain pledges in House of Commons to support France militarily. 13 FEBRUARY 1939 Joint Anglo-French military staff talks begin. 14 AUGUST 1939 Franco-British delegation arrives for talks in Moscow on possible Three-Power Pact. 5 SEPTEMBER 1939 Roosevelt declares an embargo on arms sales to the fighting powers. At 11.15 on Sunday morning, 3 September 1939, the British Prime Minister announced over the radio from 10 Downing Street that Britain was once again at war with Germany. No sooner had he finished speaking than the air-raid sirens set up in the capital let out their mournful wailing noise. All over southern England people dived for bunkers, cellars or doorways.
