1930–1939 FEBRUARY 1932 Disarmament Conference convenes at Geneva but fails to reach any general agreement. 16 MARCH 1935 Hitler announces German rearmament and reintroduction of conscription. MARCH 1936 British government launches “fouryear plan” for rearmament. 1938–9 German West Wall (“Siegfried Line”) fortifications built along the German– French border. JANUARY 1939 Hitler launches “Z-Plan” for large-scale naval rearmament. If the 1920s were years of disarmament and cuts in military budgets, the 1930s saw rearmament on a scale that dwarfed the arms race before the First World War. This process took place across the developed world, and it began even before the threat from Japan, Italy and Germany became a serious one. World military spending was, by 1934, almost twice what it had been in the mid-1920s and the trade in arms…
