So when then-candidate Bill Clinton advocated raising corporate average fuel economy standards from 27.5 to 40 mpg by the year 2000, it sent predictable waves of fear and loathing through the industry. But like a lot of Clinton campaign promises, this one has since been muffled, and two recent actions are giving car makers hope that they can continue to build, at least awhile longer, the big cars and trucks Americans love to buy. The first ray of that hope came when new EPA Administrator Carol M. Browner paid a visit to Detroit to chat with the CEOs of GM, Ford, and Chrysler.
