INTRODUCTION Control of this part of Iraq had been handed over to the US 82nd Airborne and the US 1st Marines in February 2004. The first trigger point was the killing of four Blackwater military contractors. Rather than target the insurgent group responsible, it was decided to launch a more extensive operation. The first phase of the operation was codenamed Operation Vigilant Resolve and was launched on April 5 with the goal of eliminating insurgent forces operating in the city. By the end of the month it had largely succeeded and a unit of local Iraqis known as the Fallujah Brigade took over responsibility for policing the city.
