En la ONU, el subsecretario de Estados de Estados Unidos para Asia, Robin Raphel, dijo lo siguiente en enero de 1996: “Los talibanes controlan dos tercios del país. Son afganos, oriundos del país y han demostrado que son capaces de mantener el poder. El precio en cuanto a restricciones sociales es alto, pero han cambiado el caos por seguridad.
