Is English Heritage thriving or struggling? THE ongoing reorganisation of English Heritage announced at the end of last month has not attracted the attention it deserves. Readers may need reminding that, in April 2015, the quango that was known as English Heritage (actually the Historic Buildings and Monuments Commission for England, established in 1984) was reorganised. The statutory responsibilities of the Commission continued, but—under the name of Historic England—it issued a 10-year licence to a charity to run the group of more than 400 monuments and historic buildings in the guardianship of the State in England, the so-called National Heritage Collection. That charity kept the name English Heritage, thereby facilitating the handover, but also, perhaps, obscuring its reality. At root, these changes were driven by Government cost cutting. Given that…
